Flying to India with a drone, medicine, satellite phone, seeds, gold, expensive electronics or unusual food? The most important thing to understand is that Indian Customs does not treat every questionable item as simply “banned.”


Some goods are prohibited and normally cannot be imported. Others are restricted and may be allowed only with a licence, permit or approval. A third group is perfectly legal to bring but may need to be declared and assessed for customs duty.


India's passenger baggage framework changed significantly in February 2026 with new Baggage Rules and Customs Baggage Declaration regulations. Travelers can now make applicable declarations electronically, and the current Customs declaration specifically asks about items such as gold and silver, meat and dairy products, plants and seeds, satellite phones, drones, pets and currency above prescribed thresholds.

Quick answer: Illegal narcotics, counterfeit currency and many prohibited wildlife products are among the highest-risk items. Firearms, satellite phones, plants, pets and similar goods can require special authorization. Gold, televisions and expensive electronics are not automatically banned merely because customs duty may apply. “Banned,” “restricted,” “dutiable” and “must declare” are four different things.

What Can't You Bring Into India?

CBIC's passenger guidance identifies several broad categories of prohibited or restricted goods.

Common high-risk categories include:

  • Narcotic drugs and unauthorized psychotropic substances
  • Counterfeit Indian currency

  • Protected wildlife products
  • Firearms and ammunition without applicable legal authority
  • Maps or publications depicting India's external boundaries incorrectly

Do not use this list as a packing list for checked baggage. A Customs prohibition applies to the import itself. Moving a prohibited item from hand baggage to checked baggage does not make it legal.

Prohibited vs Restricted vs Dutiable vs Allowed

Many traveler problems come from mixing four completely different concepts.

Paying customs duty cannot automatically legalize a prohibited item. Likewise, a high customs duty does not mean the item is prohibited.

Indian Customs Rules Are Not the Same as Airport Security Rules

This distinction is essential.

Airport Security

Security agencies and airlines determine whether an item may travel:

  • In the aircraft cabin
  • In checked baggage
  • On an aircraft at all

Examples include:

  • Power banks
  • Knives
  • Liquids
  • Tools
  • Flammable products

Indian Customs

Customs determines whether goods may legally enter India and whether:

  • A permit is needed
  • A declaration is required
  • Customs duty is payable
  • The item is prohibited

An item can be perfectly safe to put on an airplane but illegal to import into India. It can also be legal to import but prohibited from your cabin bag.

Common Prohibited Goods Under Indian Customs Rules

CBIC's traveler guidance identifies commonly encountered prohibited goods rather than attempting to reproduce every prohibition under Indian law.

Other legislation creates additional product-specific prohibitions, including India's ban on importing e-cigarettes and the general prohibition on importing complete drones except under limited authorized exceptions.

What Are Restricted Goods?

Restricted does not mean completely banned.

A restricted item may be imported when the passenger has the required authorization.

Examples commonly requiring special consideration include:

  • Ammunition
  • Pets and live animals
  • Plants and seeds
  • Endangered species
  • Satellite phones
  • Certain radio transmitters
  • Commercial-purpose goods
  • Gold and silver in forms other than ornaments
  • Currency above declaration thresholds

Get permission before traveling. Do not arrive at Indian Customs expecting the officer to create an import licence at the airport.

Narcotics and Psychotropic Substances

India has strict laws governing narcotic drugs and psychotropic substances.

Illegal import can lead to:

  • Seizure
  • Arrest
  • Prosecution
  • Severe criminal penalties

Do not assume that a substance becomes legal in India simply because:

  • It is legal in your U.S. state
  • You bought it at a legal dispensary
  • It is described as medicinal abroad
  • It contains cannabis or another controlled ingredient in a processed form

Foreign legality is not an exemption from Indian drug law.

Can You Bring Prescription Medicines Into India?

Ordinary personal medication is a different issue from illegal narcotics.

When traveling with medicines:

  • Carry a reasonable personal-use quantity.
  • Keep the medicine in labelled packaging where practical.
  • Carry your prescription.
  • Carry a doctor's letter for unusual or controlled medication.
  • Check whether the active ingredient is controlled in India.

Some narcotic or psychotropic prescription medicines can require additional documentation or authorization.

Can You Bring a Vape or E-Cigarette to India?

Do not bring an e-cigarette or vape into India assuming personal use makes it exempt.

India prohibits the import of electronic cigarettes under its e-cigarette legislation and corresponding import policy.

The prohibition can cover:

  • Electronic cigarettes
  • Electronic Nicotine Delivery Systems
  • Cartridges
  • Refill products
  • Pods
  • Atomizers
  • Certain heat-not-burn products
  • Related devices covered by the law

A vape being legal at your departure airport does not make its import legal in India.

Firearms and Ammunition

Firearms and ammunition are subject to India's Arms Act, Arms Rules, Customs law and import policy.

CBIC passenger guidance identifies firearms among prohibited goods and ammunition among restricted goods.

Specific legal exceptions can exist for properly authorized categories, such as certain sporting or eligible imports, but they require advance compliance.

The Baggage Rules, 2026 also specifically exclude from the normal general free allowance:

  • Firearms
  • More than 50 firearm cartridges

Never travel to India with a firearm or ammunition based only on airline approval. Airline acceptance and legal import authorization are separate requirements.

Wildlife, Ivory and Animal Products

India has strict wildlife protections and is a party to CITES.

Something being sold legally as a souvenir in another country does not necessarily mean you can import it into India.

Be especially cautious with antique shops and wildlife souvenirs. “Old,” “vintage” or “antique” does not automatically create a Customs exemption.

Can You Bring Plants, Seeds, Fruits or Flowers to India?

Plants and plant material can be subject to India's plant-quarantine regulations.

The current passenger declaration specifically asks whether you are carrying:

  • Seeds
  • Plants
  • Fruits
  • Flowers
  • Other planting material

Depending on the item, you may need:

  • Plant-quarantine inspection
  • An import permit
  • A phytosanitary certificate
  • Other agricultural clearance

Do not assume a small packet of seeds is harmless because it fits in your suitcase. Agriculture rules are based on pest and disease risk, not baggage size.

Meat, Dairy, Fish and Other Food Products

India's current electronic baggage declaration asks passengers whether they are carrying:

  • Meat and meat products
  • Dairy products
  • Fish
  • Poultry products

That is more useful than telling travelers that all packaged food is automatically allowed or all meat is automatically prohibited.

Food can fall under:

  • Animal quarantine
  • Plant quarantine
  • Food-safety regulations
  • Customs restrictions

Packaged food is not a universal exemption. The ingredients matter.

Can You Bring a Drone Into India?

Importing a complete drone is generally prohibited under India's current DGFT drone policy, subject to limited authorized exceptions.

The policy covers drones in:

  • Completely Built-Up form
  • Semi-Knocked-Down form
  • Completely-Knocked-Down form

Specified government, educational, R&D, manufacturing, defence and security uses can qualify for authorization under the applicable policy.

Old advice saying tourists can simply obtain “DGCA import clearance” and bring a drone is outdated. India's import policy for complete drones became substantially stricter.

Can You Bring a Satellite Phone to India?

Satellite phones are not treated like normal mobile phones.

They are specifically identified by Indian Customs as restricted goods and are also listed on the current passenger Customs declaration.

Applicable permission can depend on:

  • The satellite network
  • Device type
  • Department of Telecommunications rules
  • Security clearance
  • Purpose of use

Do not pack a satellite phone for trekking or emergency backup without checking Indian authorization requirements first.

Walkie-Talkies and Radio Transmitters

Specialized radio transmitters may require approval from India's Wireless Planning and Coordination Wing.

Examples can include:

  • Professional walkie-talkies
  • High-powered radio transmitters
  • Specialized communications equipment
  • Devices operating outside ordinary licence-exempt consumer bands

This does not mean every Bluetooth or Wi-Fi consumer device requires an individual passenger permit.

Ordinary smartphones, laptops, headphones and smartwatches are not the same as specialized radio-transmission equipment.

Are Foreign Mobile Phones Allowed in India?

Yes. An ordinary genuine phone bought in the USA, UK, Gulf or elsewhere is not prohibited simply because it is foreign.

However, India prohibits certain handsets with problematic identifiers, including devices involving:

  • Fake IMEI numbers
  • Duplicate IMEI numbers
  • Zero IMEI
  • Null IMEI

Can You Bring Laptops, Tablets and Electronics to India?

Yes. Personal electronics are not generally prohibited.

The Baggage Rules, 2026 distinguish between:

  • Used personal effects
  • New goods using the general free allowance
  • A specific concession for one new laptop for eligible passengers aged 18 or older
  • Commercial-purpose goods

There is no general Customs rule saying each passenger is limited to:

  • One phone
  • One tablet
  • One smartwatch

The number, value, condition and purpose all matter.

Two used personal devices are not automatically treated the same as several sealed identical devices intended for resale.

Is Gold or Silver Prohibited?

No. Gold and silver are not automatically prohibited.

They have special Customs rules.

Under the Baggage Rules, 2026, the normal general free allowance does not apply to:

  • Gold in any form other than ornaments
  • Silver in any form other than ornaments

Eligible passengers can bring gold or silver under separate rules and applicable duty conditions.

The current electronic declaration separately asks about:

  • Gold/silver jewellery over the free allowance
  • Gold/silver bullion

A gold bar being dutiable or separately regulated does not mean it is completely banned.

Are Television Sets Prohibited?

No.

A television is a useful example of why “prohibited” and “not duty-free” should never be confused.

The Baggage Rules, 2026 specifically list a television in Annexure I, meaning the normal general free allowance does not apply to it.

A TV can therefore be:

  • Legal to import
  • Subject to customs duty
  • Difficult or expensive to transport

without being prohibited.

How Much Currency Can You Bring Into India?

Currency rules are another area where old Customs pages contain significant misinformation.

Indian Rupees

RBI rules generally allow:

  • A resident returning from a temporary foreign visit to bring up to ₹25,000, subject to the separate Nepal/Bhutan rules.
  • An eligible person resident outside India visiting India to bring up to ₹25,000 when entering through an airport, subject to applicable nationality/travel-route restrictions.

The old statement that foreign nationals may bring “zero Indian rupees” is not generally correct.

Foreign Currency

You can bring foreign exchange into India without a simple overall $10,000 import ceiling.

However, declaration is required where:

  • Foreign currency notes alone exceed US$5,000 or equivalent, or
  • Total foreign exchange exceeds US$10,000 or equivalent, including currency notes, bank notes and travelers' cheques.

$5,000 and $10,000 are declaration thresholds—not blanket maximum amounts you are forbidden to carry.

Can You Bring Pets Into India?

Yes, subject to animal-quarantine and Customs requirements.

India's current electronic Customs declaration specifically asks whether you are carrying a pet.

Bringing a dog or cat may involve:

  • AQCS requirements
  • Veterinary health certification
  • Vaccination records
  • Import eligibility
  • Advance documentation
  • Airline pet rules

Counterfeit Currency and Fake Branded Goods

Counterfeit Indian currency is prohibited.

CBIC also identifies counterfeit, pirated and intellectual-property-infringing goods among prohibited categories.

However, do not turn this into an exaggerated claim that every traveler wearing a non-authentic shirt will automatically be prosecuted at the airport.

Customs enforcement considers factors such as:

  • Nature of the goods
  • Quantity
  • Commercial character
  • Applicable intellectual-property law

Maps and Publications Showing India's Boundaries Incorrectly

Indian Customs guidance identifies maps and literature incorrectly depicting India's external boundaries as prohibited.

This can potentially affect:

  • Printed maps
  • Atlases
  • Books
  • Other physical publications

Commercial courier rules also contain special handling provisions for publications with problematic maps.

Can You Bring Goods for Commercial Purposes in Passenger Baggage?

Passenger baggage concessions are intended for bona fide baggage, not for using a suitcase as an alternative commercial import channel.

The Baggage Rules, 2026 define personal effects as goods reasonably required for the passenger's personal use during the journey and specifically exclude goods imported or exported for commercial purposes.

  • Retail packaging
  • Total value
  • Passenger's occupation
  • Reason for carrying the goods
  • Whether the products appear intended for resale

There is no magic rule such as “two is personal but three is commercial.” Customs considers the circumstances.

What Is the General Duty-Free Allowance?

Under the Baggage Rules, 2026, many passengers arriving in India by air or sea receive a general free allowance of ₹75,000.

This includes applicable:

  • Residents
  • Tourists of Indian origin
  • NRIs and OCI cardholders falling within that definition
  • Certain foreign residents arriving on non-tourist visas

A tourist of foreign origin generally receives a lower ₹25,000 allowance under the applicable rule.

The allowance is not permission to import prohibited goods. A ₹20,000 prohibited item does not become legal merely because its value is below ₹75,000.

Which Items Are Excluded From the General Free Allowance?

Annexure I of the Baggage Rules, 2026 lists articles that do not receive the ordinary general allowance treatment.

India's current ATITHI baggage declaration specifically asks passengers about categories including:

  • Gold/silver jewellery over the applicable free allowance
  • Gold/silver bullion
  • Meat, meat products, dairy, fish and poultry products
  • Seeds, plants, fruits, flowers and other planting material
  • Satellite phones
  • Indian currency exceeding ₹25,000
  • Foreign currency notes exceeding US$5,000 or equivalent

You should also declare applicable goods exceeding your duty-free entitlement.

Declaring an item does not turn a prohibited import into a legal import. It tells Customs what you are carrying so the proper officer can determine the correct treatment.

Red Channel vs Green Channel

Under the 2026 regulations, passengers who electronically declare applicable accompanied baggage present their baggage for verification at the Red Channel or other notified Customs area.

Can You Declare Goods Online Before Arriving?

Yes.

CBIC's ATITHI system provides electronic passenger Customs services, including:

  • Baggage Declaration
  • Item declaration
  • Currency declaration
  • Export Certificate
  • Temporary Import Certificate
  • Pet-related declaration services

Under the 2026 regulations, an electronic accompanied-baggage declaration can be updated until the passenger's date and time of arrival.

If you already know that you have dutiable or declarable goods, completing the appropriate ATITHI declaration before reaching Customs can make the arrival process clearer.

What Happens If You Don't Declare Restricted or Dutiable Goods?

The consequence depends heavily on what Customs finds.

Possible actions include:

  • Assessment of customs duty
  • Detention of goods
  • Confiscation
  • Redemption fine where legally available
  • Penalty
  • Investigation
  • Prosecution in serious cases

It is misleading to say every Customs violation automatically results in a fine of “five times the value.” Penalties depend on the statutory provision and circumstances.

Drugs, counterfeit currency, wildlife trafficking and weapons offenses can be dramatically more serious than forgetting to declare an ordinary consumer item over your allowance.

Bottom line: The safest way to understand Indian Customs is not to ask only, “Is this banned?” Ask instead: Is it prohibited, restricted, dutiable, declarable or simply allowed? Illegal narcotics and counterfeit currency are very different from a television that attracts duty, a satellite phone that may need authorization, or an expensive new phone that may simply use your Customs allowance.

  3. I will arrive in India on Dec.26. Our tour requires us to pay $250 cash (not traveler's checks) in dollars (not the equivalent in rupees) upon arrival. No, we cannot send it ahead, use a credit card, etc. Yet we are not permitted to being any foreign currency into India. What is the secret of obeying the law and being able to join our tour?

    India tour books I've been reading say hotels, expensive restaurants, etc. require payment in foreign currency, not rupees, not credit cards. How is that done? Are there ATMs inside India that dispense dollars, euros, etc.?

    I am totally unaware about a lot of things about customs and this forum looks like it can answer a very important question of mine. I hope you can help me...
    I am a new retailer and I want to import hi-fashion clothes, shoes (not leather), bags (not leather), beauty products, light metal/ plastic fashion jewelery/ accessories, watches and maybe few electronics for my new shop from China, South Korea, Japan, Singapore, Hong Kong, Taiwan and USA. So I was wondering if any of my stated goods comes under restricted items and also will I be charged customs duty when I receive my parcels and how will I be charged (ex: who will charge me and whether on per carton's weight wise).
    I live in Itanagar, Arunachal Pradesh and I don't know if there's a Customs Office here at all....

    I am just nervous...I don't want to pay so much on import duty and shipping because ultimately that would affect the cost of my products in the shop which maybe a lot for my customers.
    Any answer will be helpful and may lead me to more knowledge on import and export rules...So kindly help me on this.

  51. I am a citizen of India. Just yesterday I was flying by Jet airways from Mangalore to Mumbai, carrying some frozen meat products and some fish and some cooked meat worth Rs. 500/=. I was not allowed to carry any frozen meat products from Mangalore , saying all the frozen and meat products are not allowed by any airlines since 23rd June. But recently one of our friend who came by airindian express on 30th June was allowed by cooked meat products kgs.5. How come the rules are changing for one passenger to other and airlines. If it is not allowed any meat/fish products by flights from 23rd June, how come our friend is allowed to carry meat products by air india express? Frozen meat products are allowed from Gulf but not from India.

    Why airport authority is not mentioning these types rules in the ticket while booking or in the airport premises. Can anyone clarify my doubt.

Sir, I send a parcel from abu dhabi to Jaipur through emirates post containing "prayer matress (Old and used), around 10 metrer cloth, child shoes, chocolete 2 kg, almond 2 kg, shampoo, cream facial, olive oil, copper ground cable (around 4 kg.) one very old internate router with 4 hubs etc. Custom department of internation post office stopped my parcel and asked 5800 rupees customs. The total value to material is not more than 10,000 indian rupees. please tell m e the rule. If this kinds of act happning in postal parcel no one will send the parcel through post office to their house in india.
    I have been send many times parcel to my family without any custom charges by private currier and postal parcel.
